This can be exploited so easy.
Just report all the leechers that you can and get a free badge, sell the badge for 10k creds in the market and get free money, bad idea.
I Mean what if you make it really hard to obtain?
People will report anything + this suggestion has been made before for others members and their got rejected.
1.- Example: Report 400 leechers, people will report all the leechers in random threads
2.- Report 1k leechers, same
3.- A lot of requests making servers laggy for a easy badge
