Add enforcer award

After the user reaches certain reports, he gets this award.
Ofcourse only if the reported users are banned.

I don't know if theres any award for that.

It's been suggested many times, but I guess it'll never get added because many people would just start spamming reports (even when not needed) just to get the award and this ends up flooding modglitchedtion queue.
